Personality: Born into a family with both Samurai and ninja heritage should give one great overall grasp of the person Kaede is. While she herself might not always show some of these aspects directly or in most conventional means they are her core and main part of how she was raised and envisions herself.
_____Taking first from what she values most of her samurai heritage, Kaede is honest to a fault with great ease. Such leading to, should she feel need or be asked to speak her mind nothing but truth will escape her lips even if it is distasteful to others, while still trying to be polite of course. She values Justice, in the nature she will do all in her power to follow the rules set before her... But in her own way. Fear is not a controlling factor, no matter the odds or the reason Kaede will always step forward to lead the way.
_____Moving next to what she takes with her from her Ninja heritage. Practice, and never stopping the honing of a craft despite told the limit is reached. _____As for the cons of Kaede, well stubbornness sits atop the pile. Nobody is allowed to not be her friend, and nothing should get in the way of her goals or task. She is both a workaholic and perfectionist often leading her to burn out but try never to show it. She often refuses to share a burden, and also hates to accept anything but the hardest and most challenging task when given the choice.
_____Shifting to her darker side, Kaede is below everything else a truly frightening woman when her temper arises. She is willing to, if nothing else can be done... the darkest of deeds to save her family and it's name. The rest of her shadows... well you will have to wait to find out.~

Description: Inside the user resides two blood types. The first, their normal blood akin to all or most others this has no special traits or effects outside keeping them alive. The second, is the Quirk's manifestation and trigger kept within the heart until needed. Upon feeling energized, threatened, or with focus the user can cause this second blood to begin flowing alongside their normal blood causing a reaction.
Said reaction causes the user's body to faintly glow, and their eyes to change to a golden color as their body reacts to the changes. While active the user can access their full stat potential (SS-5 Strength, Speed, Stamina) While the two blood types are flowing together.
Drawbacks: The first Drawbacks worth mentioning are the simple and outside using the actual Quirk. Primarily, No user automatically gain SS-5 to their stats simply for using the quirk, they must train while using it to get past B-5 stats. To make matters worse, the user's bodies do not heal over time by themselves (I.E. the body will not try to stop blood flow to injured areas or heal over time without the assistance of a Quirk or medical aid.)
Next, This Quirk has a limited duration in combat threads (listed below). Or, while the Quirk is in use in threads where permission is granted by other participants places a drain on the user's Limit pool instead of limited duration. (also listed below). Combat threads referring to threads with other parties involved, such as story threads, threads with other members. Lastly, the constant main drawback to the quirk is that all damage against the quirk holder yield a +2 for directs, and +1 graze / near misses. (they are easier hurt due to bodies lack of recovery.) At the age of thirty (30) these go up +1 each, and for every ten (10) years after +1 as well.

History: Born as the 3rd child of Akio 'The White Wolf' Hoshi and Kimiko 'Black Phoenix' Hoshi, two famous retired heroes is the mark she holds. Held with high hopes, and under strict guidance along the path of a hero was what made up most her childhood. Not like she minded it to be honest, with a strong admiration for her parents and older sibling already along the very path she could not wait to take on herself.
_____However a simple childhood or school life was not something the young girl was allowed to partake in. Between the strict teachings of both the way of the ninja from her mother, and the honor and painful training of a samurai from her father after the heavy school load they set atop her. Luckily such was simply a challenge the young girl slung over her back and kept her pace up the steep mountain to gain her parent's and others expectations.
_____When her quirk manifested late, things grow far more difficult due to exactly what she could do. Having seemed to gain aspects of both parents her workload and training was thus doubled and the exception raised as the young girl refused to stop her climb. Her siblings however growing annoyed the youngest was now the main focus. Her oldest sibling, and only brother held the most resentment to her and their parents.
_____As Kaede turned fourteen the dark history she hides happen. Her brother found information that would destroy the family name, and throw them into a dark chapter... What happen after Kaede found out was never what she had wished to happen... She tried to talk him out of his plan... she never intended to do what she did to keep things as it was... But the dark past is not yet need to be seen.~
_____Skipping again~ With her sights now moved to picking a high-school and moving on her own path to become a hero and gain her parent's praise, and meet the expectations of her peers the young woman smiles at her future and steps into the public school system with... well zero real experience with those her age or with others outside the family really... What fun awaits this rookie?

The only thing I have is that your trait for the +1 needs to cost more TP. 1 point for a +1 is a lot of power for almost no cost. So find a new trait in the meantime to use? Otherwise I think your app is fine~

Background looks fine to me, I'd personally like to see it fleshed out a bit more, but it meets the minimum requiresments. Assuming you still plan to use this for the Early bird special,I' going to award you a recommendation to a school of your choice, $500 Additionally starting cash, and 15 general reputation for the expectations of you to live up to your parents legacy.
